Assuming you have not gained any weight during the interval, the most likely explanation is an overly aggressive circumcision in which too much skin was removed. We have seen so many cases like yours with pubic hair going right to the mid-shaft of the penis and a pronounced penile scrotal web or turkey neck.
If a good 8 weeks has passed by, your may consider penile traction to stretch out the skin. If there is laxity of skin, skin you can lift off the shaft perhaps undermine that skin and allowing tension to be distributed more evenly could help. The last thing you’d want to consider is a skin raft to your penile shaft.
Sorry you had this experience. We do circumcisions with the penis on traction and if the contemplated incision causes the hairline at the base of the penis to move, we “don’t go there.” Too tight.
